I know almost all RP-games forbid map trading by the AI, but that's because those games try to be historical correct.
I have looked through all MP games that can be found in the MP forum (after the “service” or what we should call it, that was made on this site a few days ago, we only get two pages, material from four weeks back). I have sorted all of these gam I could find on these pages and that actually was played in 6 categories
1. For your convenience FAL I include the names of the games I consider to be RP game (normally because the GM himself says they are, I have not made an extensive reading of all text, thus some of the games I consider non-RP may in fact be RP)
2. Those I cannot find rules for (they may in reality be one of your candidates in the bet, i.e. perhaps they had no rules at all)
3. Those games that use a stupido generalised rule like “No exploits allowed” or similar. Thus we do not know what it is they allow or forbid. IMO they should not be part of the bet as some of them probably would go one way and some the other if we asked the GM, but you demand them as your candidates when you stated your conditions; anyway I will separate them in my presentation.
4. Those who partially fordbid it, partly allow it (I generously offer to treat them as neutral in our bet)
5. Those who allow map trading with the AI (your clear candidates)
6. Those who forbid map trading with the AI, unconditionally (my clear candidates)
RP GAMES

1. War IV. Actually I cannot find any rules at all in post 1 – the rules are probably “hidden” somewhere else, in the game thread or in the rules for War 3 or whatever
UNCLEAR RULE
1. Old world. "Exploits are banned (including farming the AI for cash)"
2. Rush of Titans. “Immoral behaviours … will be considered by GM after session with edits”. As I played in this game from around IIRC 1580 I can vouch that actually no one knew what was allowed or not, not even the GM, it was the most anarchy game I have ever played in

1. Battlefront III. "No map trading till the year 1650"
2. The time machine. "No maptrading with AI until 1700"

Now you may want to count the "Unclear Rules" as yours. Well if you insist you can, that makes it 8 to 4 for me. And if we add War IV we get 8 to 5. Even if we added the "partially forbidden" as yours it would be 8 to 7.
