I want to suggest a starting option which garantees to place every empire at roughly the same distance from each other (FE would still be random).
When I wanted to create a game in which each starting empire would have much space to expand to and later meet and fight each other after much development. So I went for 1000 stars and only 8 AIs, but I ended up in 1/8th of the galaxy with 3 other empires because the only option besides clustered is random.
