Afaik it's consensus that expansion-focussed nations often find themselves at a shortage for ADM points. DIP points are less of an issue, except if you need peacedeals, exploration AND naval tech at once.

But MIL points usually fairly abundant, exspecially early on (unless you take a MIL idea right away). Overall, I think the usage for MIL points is fairly lacking, that's why I would suggest following:
Add a 'Military Training' button to the Military Tab, permitting a country to spend military points in exchange for army tradition. Something like 20 MIL per point of Army Tradition.
Simple as that.

I'd prefer an Officer pool where you pay for Officers in cold hard Ducats, and who live for more than 5 years.

War exhaustion should be reduced using MIL points rather than DIP.

I would recommend to partialy going back to technology sliders idea. Such sliders would boost up monarch points in exchange for money. Of course this feature would need polish to assure balance in the game. The most important would be to scale the cost by percentage of income so this will be balanced and costly regardless side of the country. Let's say 10% of income spent in exchange for 1 monarch point in chosen technology.

I would also like to see minting slider. Really. Tweaked and improved to prevent inbalance minting/inflation/income would greatly enhance inflation factor.
