New Russian Empire government reform oversight?

I watched Chewyshoot’s video on the new Russia tree and after he modernised his nation he got the new Russian Empire reform. It is essentially an upgraded version of the Tsardom government type with some new buttons.
However, in the new patch the different Russian government types get to recruit the Streltsy special unit with Tsardom giving 20% capacity. The new Russian Empire does not seem to have this bonus as Chewyshoot points out in the video, causing him to be way over his special unit capacity.
Is it intended that the Russian Empire reform does not give Streltsy capacity, or is it an oversight?

I think it's intended. Look at the flavor text on the Streltsy; they were disbanded by Peter the Great, whose modernization attempts appear to be the sort of thing Russia's Modernization mechanic is meant to reflect. So "you lose access to Streltsy when you get the Russian Empire reform, unless you take the other reform to establish streltsy," makes sense, even if it is annoying.
