New ruler malus

I've noticed this situation a few times: playing as a king who has been on the throne a while, I form a new empire. Instantly, I get the new ruler malus with all my vassals, even the ones who I've ruled for decades. Is this a bug, or WAD? I can see a malus to the vassals newly conquered, but it doesn't make much sense for vassals I've ruled for decades to be wary of me just because I've put on a new hat.

There should be some kind of mechanic for 'upgrading' your title or for legitimate successions, when the 98 year old monarch passes it to his 68 year old son who everyone has been expecting to reign since the day he was born shouldn't give as harsh a malus as the kings infant grandson from his daughters line.
Well, if we had legitimacy I bet we would end up with titles bouncing around even more than the current game. Its kind of hard having stable relations with other countries when everyone and their dogs are trying to claim the king/emp titles.

If you land your heir and he inherits in his 60's, then his short reign malus is pretty much covered by his prestige bonus.

To be honest it seems less a bug and more of an unintended oversight: let's take my situation, as King of Scotland I united Britania but waited untill all of it was De Jure Scotland until I formed the empire title. I think after 20ish years under my queen and everyone being my de jure vassal already there shouldn't be -any- short reign malus just because I gave myself a bigger and more fancy looking hat

To be honest it seems less a bug and more of an unintended oversight: let's take my situation, as King of Scotland I united Britania but waited untill all of it was De Jure Scotland until I formed the empire title. I think after 20ish years under my queen and everyone being my de jure vassal already there shouldn't be -any- short reign malus just because I gave myself a bigger and more fancy looking hat

There shouldn't be, so long as you keep the kingdom of scotland yourself, as your vassals liege should remain the kingdom of scotland, not the new empire.

All titles automatically report to their de-jure liege, and only in its absence to your primary title.

Agree. I used to think that I could help my heirs by giving them a part of the realm to rule early, and getting rid of the "short rule" malus at least with the vassals in that region. It would certainly make sense in real life. I never actually checked if this effect really is there, though. Feels like an oversight if it isn't.

"Oversight, not bug" seems to be the consensus, so I won't bother writing a bug report, but perhaps this is something that could be changed in 1.09, at least for de jure vassals of your pre-existing title.

Though I can think of one instance where it would be applicable;
Say you create Ireland but there's a few independent counts or dukes. If you conquer or annex them then yes you'll have the short reign since you havent been their liege very long. What shouldn't happen is the count of Ulster suddenly dislikes you because youre a king now and you've been his duke for 20 years
