These suggestions are mainly toward the end goal of streamlining the Galactic Community and providing options to make the multi-year senate cycles go a bit faster, while also giving a potential galactic hegemon or benevolent custodian the tools to enforce authoritarianism/egalitarianism on a much wider scale.

New lines of resolutions under 'Community Centralization' should be available to the Galactic Council/Custodian/Emperor. Both lines are exclusive with each other, with adopting the first stage of one resulting in the complete repealing of the other. If, for whatever reason, there are no Council members, Custodian, or Emperor, all of these resolutions are immediately repealed.

Galactic Law is in breach if an empire has more than 1 Envoy and has none of them assigned to the GC

The Burdens of Physicality

Galactic Law is in breach if an empire has an active Interstellar Assembly, Embassy Complex, or Orbital Embassy Complex in borders

Galactic Council can no longer form, and dissolves if present. This resolution cannot be passed if there is a Custodian/Emperor present.

"What did we do before the founding of the Community? There was no need for a centralized body to handle diplomacy, only civilized powers enforcing their own agreements. To return to this, we make the legislature of the Community a mere formality, just another agreement among every other."

-90% recess time? Way too much. In practice that means enacting 10 (-ish, since there is still the session time) new resolutions in the time it previously took to enact one.
