if you have the Revolutions expansion, yes.
1) Go to the newtext.csv file in the config folder and you will see a list of tags, starting with :

2) To add Zoroastrianism, first open notepad on your computer. Then click open to open a file with notepad, and navigate to where you have Victoria on your system. Get to the config folder within your Victoria folder, and click on newtext.csv. This will open the file in notepad, which will make it much easier to edit.

(you can leave the other fields as those are for other language versions of Victoria, I'm assuming you are using the English version.)
Save. The .csv file will save in proper format, so don't worry.
3) Go to the GC file in the scenarios file, and find a file that contains the POPs in Persia. Here 1.4 simplified the process by rearranging the files so that they all begin with the nation tag for the provinces they contain, so you should look for .csv files beginning with PER1836_(name of region).csv. Using notepad as before pick a file & open it.
Now you will need to replace the religious componet of each pop line to the game code that will make Zoroastrianism appear on screen.
So taking an example from the PER1836_FarsKhuzestan.csv file :
1433;Persian;Shiite;farmers;;;;21
change the Shiite to religion_extra_0 (and here the undescores are necessary) so it will look like this :
1433;Persian;religion_extra_0;farmers;;;;21
make as many changes as you want to get the right % of the pop as Zoroastrian.
Save
4) Start up the game, play as Persia, check the provinces where you added the new religions, and they should appear as Persian - Zoroastrian.
Note : The new culture tage work in exactly the same way, except that you replace the culture in the pop files with culture_extra_# using whatever number you assign. The new user defined cultures are in the world_names.csv file of the config folder.
Unfortunately, if you do not have the Revolutions expansion you really can not add new religons as all the tags are already used.
