I just spent 150 mil point to reduce rebel uprising progress from 60% to 5%. Am I doing this wrong? Should I have just let it go to 100%? What happens when it does reach 100%?

Yeah, harsh treatment feels much more like a last resort thing now. Like, lay down harsh treatment when a revolt is imminent and you simply cannot spare the troops right this moment. If you can spare the troops you should just park them on the trouble provinces and wait, when they revolt the progress resets and the provinces that spawned rebels will calm down for a bit (- unrest).Oh, I thought I'll immediately lose province, if they just revolt I can just beat them down with my army lol. Guess now I won't be wasting any more mil points.
