Requires a target empire with a system that borders the Ether Drake System
The operation attempts to disturb the Ether Drake enough that it it will destroy two random starbases belonging to the target empire.
After the Ether Drake leaves if the systems were colonized the starbases will be rebuild into frontier outposts. If the Ether Drake loses 85% HP it will retreat to Dragon's Hoard and heal.
If somehow the operation fails, the Ether Drake will attack the empire attempting the operation instead.
