I have seen this now as a part in several suggestions so thought it´s time break it out to an suggestion of it´s own.
My solution is to convert the hospital spot into a general county- upgrade zoon. All hospital- buildings will still be there, maybe slightly reoganized, simplified and renamed to fit the general area. One thing to add could be roads - seen standalone "road" suggestions. They could use this spot. Other things could be focusbiuldings, that differentiats counties. Many buildings could be countymodifiers converted to buildings. They could be restricted on culture/rank/government or whatever.
