So there are a lot of pagan, unreformed religions in the game that are pretty much impossible to embrace unless you game the system to gain a completely unrealistic amount of piety. A lot of people though want to play with these religions, due to their interesting tenants and holy site buffs. So an Idea that would enable this without having to rebalance the system is for a very rare event, where a "Prophet" appears and reforms one of these religions and spreads this reformed faith into a small area akin to a heresy outbreak.
Which religion that gets reformed is based on where it happens. Hellenism in the Hellenic world, Zun in Iran, ect. The heresy outbreak will likely die out very quickly due to being surrounded by likely powerful "Evil" states that'll squash it, but it's main function is to both reform the faith (removing the +500% cost), and to temporarily revive it (removing the +500% cost). Thus opening this faith up to play as for a player.
And when I say a rare event, I mean 400 mean time to fire, with it not able to fire after 1200AD. Meaning it won't even fire every single game.
