I guess it's a move similar to what they did for the Alans (They use Russian faces) around the Caucasus, they needed a way to make a portraitless culture more distinguishable in her enviroment.

That's very intriguing. Maybe another different portrait (and/or unit) pack for the Baltic peoples? I don't really think they should use Finno-Ugric portraits and units. If they're not getting new ones, I hope they could share them with Western Slavs (I know that wouldn't ve very accurate either, but in my opinion it's better that way).

I do too think portraits for the Baltic group are something needed, but as placeholder the Finnish pack isn't bad (Those portraits are gorgeous).
We actually have the screen of the Warrior Lodge that shows a Duke-tier character from Semgallia (probably Lettigallian culture then) sporting still a Finno-Ugric portrait.

If the Hungarians now have their own graphical culture, making mod to give them faces and clothes from other groups would be easy, as I did with the Anglosaxons.

Hungarians, Anglo-Saxons, and Saxons, I think.

I would be fine with the Hungarians (and Avars, as I believe by the 8th century, most of them did not look so Central Asian, anymore, having assimilated many Slavic and Germanic people) being given the new Croatian portraits, the Anglo-Saxons given the Norman/English portraits (because English people today are still heavily descended from them, and look like them), and the German Saxons given the German portraits. I am not a fan of the Norse portraits, and would be happy if they looked less purple and grey, though. Scandinavians today don't quite look like the Norse portraits. The Celtic portraits are all right, but the Arabic portraits seem a little too dark to represent the skin tones of most Middle Easterners, and North African Berbers should probably have their own set of portraits.

Hey, stay positive. The fact Hungarians did not get their portraits this time should make you hopeful, not sad. They could easily assign Hungarians to West Slavic (or any other) Pack, but the fact they didn't clearly shows intention to make them in the future. I recall Crackd himself saying that it is unique culture and he would like to make portraits for them. This way, you get more accurate Hungarians instead of something that "kinda fits".

So, why they didn't get portraits this time? Well, Crackd does not only make portraits, he does extensive research in order to make them right. I guess it was easier to research e.g. South Slavs together because they are the same group and he come up with two portrait sets because one group was heavily influenced by Byzantines (Serbs, Bulgars...), and another more by Franks (Croats).

And there may be indications Hungarians need two clothing packs - one pre-Christian and another after Christianization. As far as portraits go, they are better and better with each one made, so you may get best looking portraits yet. :)

Bonus is that with so many new portraits moders have much material to work with. I can bet there will be more accurate Hungarian portraits mod in no time to satisfy you while you wait for the official.

Please no... They look totally un-Anglo-Saxon... The portraits are based on the Nobility. And the Anglo-Norman nobility was genitically French and not Anglo-Saxon. Why should Anglo-Saxons look like people descending from French-Viking people?

Perhaps they should use the German portraits? Or, would the Celtic faces be more suited to how they looked, especially considering how mixed with the British natives they were, after the first few generations of the initial Angles, Saxons, and Jutes invading Britannia?
