New player to this mod, and I love it. I'm playing with the latest Steam version and the game works well enough!

I'm starting in the earliest start date, hoping to form the Empire as one of the Imperials. Which one should I go for? I've tried as the Tharn family but staying as a duke for that long doesn't sound very fun. Would Nibenay be the better option?

Also how do you form the Empire? It seems like it's a special creation since you can't just "form" it.

And lastly, what does the "uncover ruins" decision do for the long term? It pops up very often as I play

My personal favorite are the descendants of Reman Cyrodiil that still rule the Colovian Highlands or House Olo in Crowhaven which were recently displaced from Anvil by an Ursurper.

If you want a "quicker" conquest try on of the Warlords which are either Applewatch, Virtue, Stormhold or Scinia.

2. Which one? Every Empire has its own forming conditions. I guess you're talking about the Empire of Tamriel?
If so, you need:
For the decision to appear:
- Own, either directly or through a vassal, the Imperial Isle.
- Be the High King if something in Tamriel, that can be: Cyrodill, Skyrim, Argonia, Morrowind, High Rock, Hammerfell, Valenwood, Summerset, or Elsweyr
- Own, either directly or through vassals, at least 3 kingdom titles
- Don't have a too weak body (don't be Incapable, Infirm, or Imbecile)

For the decision to be available:
- Have ruled for at least 10 years
- Be at least 26 years old
- Have a crap ton of money (2000 gold)
- Have 1000 prestige
- Have 500 piety
- Own directly the High Kingdom of Cyrodill
Be a strong ruler:
- Own, or have a vassal own, or have all the baronies in at least one of these kingdoms: Hammerfell, High Rock, Skyrim, Valenwood, Summerset, Morrowind, Argonia, Elsweyr
- Have at least 3 kingdom, either directly or through vassals
Be a worthy ruler:
One of these:
- Have the Amulet of Kings
- Have a claim on the Empire of Tamriel
- Be of the Reman bloodline
- Be of the Septim bloodline
- Be of a divine bloodline (the bloodline of the descendants of the Empire of Tamriel if Tiber didn't do it by himself)
- Be of Hidellith bloodline (father of Ayreen, in ESO)
- Be a Dragonborn or have the Dragonblood

Congrats, you can claim the title of Emperor of Tamriel!

3. You pay 200 gold and get a bonus in your province. Each ruin has 4 stages, Unexplored, Basic excavations, Moderate excavations, and Advanced excavations, with bonuses in taxes, siege defense and research, with some ruins giving additional bonuses (like Dwemer ruins will give you additional fort level)

Just an fyi unless they fixed it in SVN, you must PERSONALLY own 3 of the High Kingdoms. I just formed the Empire of Tamriel as a Reachman and was denied the option when I accidently gave away Valenwood because I was over vassal limit. Also Tamerial only is dejure of those kingdoms you own so owning the Cyrodiil/Veloth/Aldmeri Empire is good until you conquer 5 or more of the provinces in my opinion.
