New Player - how do you get people to move into the town?

Hi. Just purchased the game. It is not very intuitive. It says build a road I do. Zone, I do. Then nothing happens.
I played simcity and when you did those two things folks moved into the city.
So. I put down water, nothing happens. I put down power, it doesn't work.

How do you play this game?

Doh - you gotta press play. Rookie mistake - but seriously the tutorial needs to be beefed up.

First i would say is the game running but make sure your city connects to a highway hopes this helps

After you do zoning, you should place down all the services and make sure people can enter your city. Then you can accelerate time and wait for it.
