Hi,

I am playing the UNO race, and it's the first time that I am in a such good way for winning the game.

But actually there still are some issues :
  • I have 13 planets, (my opponent rarelly more than 4) with 2 sectors (4 planets each). So techs have a big malus and I thought that was solved with giving some planets to my governor but they don't.

  • I the same way, Outpost Frontier cost influance, but sometimes there is no planet at all (not only planet suitable) and this is the only way I find to collect ressources. I saw that give frontier outpost to a sector will not solve this issue like I saw in some LP on youtube. (patch 1.1)

  • There is a lot of defensive pact between nations, so we are stuck & I think the first to attack will be in war against the most of nations

  • As I cannot purge / ressetllemen people, I had some Ethics divergence, I made the Information Quarantine ethos to limit it but what is your way ? because I will take others empire and the problem will be bigger and bigger.
Based on that, can you tell me if :
I should take every planet >40% habitability ?
I should limit the number of outpost frontier or delete it when is for ressources only ?
How can I break or force nation to break defensive pact ?
Handle ethic divergence after a war ?

I should take every planet >40% habitability ?
Definitely not. Use either terraforming, aliens with proper preference or modify your own if you are that xenophobic.
I should limit the number of outpost frontier or delete it when is for ressources only ?
If these resources are really good, then it might worth it, but otherwise it's used to deny habitable planets to an enemy (secure them for own use in future).
How can I break or force nation to break defensive pact ?
Wait until they are vulnerable and expand in other directions in the meantime. You do have CK and Vc, so you should know what to do.
Handle ethic divergence after a war ?
Reeducation edicts + happiness/ethic convergence buildings (mausoleum/mind laser)

What is CK and Vc ?
If I understand well, I shouldn't take every planet > 40% but still, it"s not a problem to colonize a lot of planets, so what about the research penalty ?

Ignore the research penalty. As long as you're building at least some labs it'll balance out.
Only hold off on colonizing low hab planets if you know you will soon have a more suitable pop for it or if terraforming is available right now. Even the bare minimum (40%) only gives a -10% penalty to minerals and energy.
