New Patch Release Date

Why would he release the patch notes this week if the release is another week later? Does that mean more undocumented changes that will happen in the week in between?

From the moment we post up patchnotes, the only things that change from then are fixes to critical issues that come up in testing.

Does that mean they are just holding onto it while they work on 1.28? Or are they just taking a break from working on it for a week?

Once we have finished putting together a build for release, we put it through rigorous testing and make any fixes accordingly. We do not finish the last bit of code/script/art on a build and deploy it there and then.

Or will the patch notes contain projected changes? What will next week’s dev diary be about

We'll have Patchnotes tomorrow, and there's never anything projected about them.

Makes no sense to me

Hopefully I've shed some light. If not, we'll see if tomorrow's dev diary can fill in any gaps.
