That should make happy all those players who always kept 5% or more inflation score simply so they wouldn't be "shafted" by an "exceptional year!"- Exceptional years now only reduce inflation by 2%.
A really unusual tweak. It subjects more players to the penalty, which is of no help to those who are unable to keep up with the lawkeeper's of the world, but at the same time makes it somewhat (but note not extremely) harder for the really aggressive at leveling-up infra/trade to accomplish the feat.- Tweaked historical years of economical techs 5 to 10 significantly.
