New Partisan activity

I was thinking, wouldnt be somewhat more realistic and challenging if units stationed in provinces with a high partisan level receive attrition penalties? 3 Soviet army groups in one province wouldnt take any penalties b/c of no partisan activity but a garrison div. in 40-60% partisan activity should take some kind of penalty.

Good idea, I was thinking about posting something like this. However we would also need a dissent hit for reinforcing too much, to actually force the player to let go the occupied terrority, instead of just asking him to garrison it with more troops.
