Have come back to HOI4 after several months and found the management of occupied territories / states has changed.

Poland has capitulated and according to the 'flag in a shield' deployment occupying the parts of Poland I occupy will require 17 divisions, but the occupation management facility shows 5.1 divisions. I note there is no pre-designed template for garrison divisions.
  • Do I need to create garrison divisions ?
  • Is the old 'flag in a shield' garrison deployment now for garrisoning coasts, ports, etc. and not for 'occupation duties' ?
  • If the answers to the above are 'no I don't' and 'not for occupation duties' then I have instead to consider how many trucks, supplies, small arms, etc. I need to equip and maintain occupation forces.

It is not necessary to create specific divisions for these functions, although it is advisable to create a specific template for this purpose. In the divisions menu you will see that a new specific bar has been added for the garrisons that will let you know the equipment level of these

1. Maybe. Designating anything but infantry divisions is better, the button is in the occupation tab, top left.
2. yes
3. Sure. But best occupation templates are cavalry/armoured car anyway, so you only need infantry equipment or AC, which is either abundant or built specifically for occupation.

I'm by no means an expert but I’ll try and give you more specific details that hopefully can help.

To answer the overall question: Yes the resistance/garrison function has totally changed. To answer your actual questions:
  1. Yes you need to create 1 garrison division template
  2. Yes as you stated. Not for garrisoning resistance anymore
  3. Sort of. The template you set for your garrisons will indeed draw eq and guns (and manpower) but you’ll keep it trim so it won’t pull much else (trucks, artillery for example)
To be even more detailed:
  1. Go to your division template, grab the horse division, edit it and add a MP support company. Remove all other companies (some use armored cars but I don’t like having to research and produce them)
  2. Add as many horses as you like. Some build 40w garrisons, mine are only 12w. Just make sure that MP company is there
  3. Once that’s done click on your country flag (top left of screen where you appoint advisors and trade laws etc.)
  4. You’ll see the “Occupied Territories” button on the far left midway down. Click this. Here you can manage all the territory you either occupy during an active campaign or annexed (as opposed to collaboration governments and subjects (puppets)). This is the screen where you manage all of your resistance activity. Here you can:
    1. See resistance/activity level by country and province
    2. Set garrison templates (whole empire or individually by country and province). The default template is your infantry template, change that to your newly edited cavalry template with military police.
    3. Set garrison laws (levels)
      1. This can all be done at the empire level (for all territory regardless who/where it is), or set independently for each country and/or each province. You’ll notice that capitals of captured countries might require stronger laws than say, the countryside.
    4. Higher resistance might require higher/stronger occupation laws but that reduces the amounts of industry/resources and manpower you receive from these areas
    5. Higher resistance also lowers empire stability and can burn through equipment and manpower so choose wisely
    6. Stronger resistance laws require more divisions/eq to fulfill
    7. Don’t run out of guns or this whole house of cards comes down quickly if you like to annex everything (personal experience )

I've broken into Germany, big time !, and recruited 24 Cav XXs (20W+MPs) to EAT provinces that my combat XXs bypassed; so after painting Germany as USSR, how do I transform these above ground Cav XXs into 'off map' garrison XXs ??

You don't, and you don't need MP for on-map divisions since they don't provide suppression anymore. Garrisons are totally off-map, and semi-virtual. As your garrison needs fluctuate the equipment/manpower will be removed/added to your stockpile. Note that these off-map divisions can be partial, so a 5x5 (50 width) division with only MP as support is technically the best (assuming you have the XP to spend to create it).
