correct - without affecting the already low FPS if zoomed in
And the game takes what it can get - before I had my CPU I5-2500K running wwith default speed (3,3 - 3,7 Ghz) and 8 GB RAM and the GTX 670. CPU load was always around 95-100%, it used 6 GB RAM (rest of 2 GB for was used by the system) and the GTX 670 with 2 GB VRAM had an GPU Load of 98% and all VRAM was used.
If your memory is at 1200% total, then you may need more ram. It sounds like you have a mod or two slowing you down.
but at 290k pop you're going to have low FPS (or any pop) as your issues are with CPU in this game.
When you zoom in you will always notice a greater load as not only the CPU under full load, now you're increasing the GPU load dramatically. So now both CPU and GPU are compounding the load. Windows doesn't like this. It is not very optimized to use both at once, not to mention horrible at multithreading in general. DX12 is suppose to focus on these issues, but have to be programmed into apps for them to work properly.
Now with the news specs of my upgraded system the game has again a CPU load of around 100% but with 4,1 GHz oc, it uses 13 GB RAM (of 16 GB installed), and the GPU load with the GTX 980 is again 98% and it uses almost all of the 4 GB VRAM.
Sweet, nice setup. if you can still switch game speeds and notice the difference, especially x1 to x2 then you have plenty of power. Just because the CPU is at a 100% doesn't mean it has no power left. My CPU has been pegged for a long time and after 150k pop increase it still has the same FPS and cpu usage and load.
Download the latest Windows 10 and see if your 980 can squeeze some more FPS since DX12 is supported in Win10. Make sure to use the 64-bit version. This game is suppose to use Unity 5 which supports dx12 but not sure if they use any of the features yet.
Btw, I didn't buy the GTX980 only for C:SL but to run games like BF4, GTA V, Project Cars with Full Ultra details in 2560x1440
I'm glad, because it won't help this game much as you can already see. If you want higher FPS in this game to need to optimize your city. When my traffic is bad I can get near 20fps, but when my traffic is free flowing I get over 40fps. I mean zoomed in mode too. Zoomed out I get a full 60fps at all times. My city is 400-425k.
How is your city? Is it still growing or are you stagnant? When I was around 300k I started getting lag from freight. I had to eliminate exports by lowering my freight production to get trucks off the roads. Had to add lots more freeways and straighten roads to quicken their transport times or they seem to become late for work or don't make it on time.
Now at 425 I'm focusing on shrinking my districts. Too large of RCI pockets. Need to mix specialized industry with generic industry so traffic travels next door, not across the map. Adding more cargo trains and ships so they can reach their destinations quicker.
