Is it just me, or does the new naval AI actually not seem that good?

I mainly notice this for smaller countries (lets take Norway as an example). Whenever I siege their mainland provinces with 2 mercs per province, they would use their 1 cog to continuously ferry over 1 unit at a time into one of the besieged provinces. Needless to say, landing a smaller army into a larger one leads to a wipe for the smaller army, after which the cog goes back to one of the islands, picks up another unit, and drops it into a siege again. In my current Sweden run, this happens about once per month.

I also noticed this when fighting Korea as Qing, with them ferrying over 1 unit at a time from their island. However, here they at least dropped the 1 unit on a not sieged province, but still right next to one of my army stacks.

I understand that the AI would maybe want to loot, and thus drops units in order to go raid provinces, but if that's the case, why would they drop units on besieged provinces? Imo the AI should first judge whether the army will actually survive landfall before they actually move the army over into that province.
