No. The flag should not contain CoA. The CoA represents only symbols of Banat, Backa, and Srem, while Vojvodina geographically and politically contains also Baranja, which is in nowadays Croatia. And CoA was made in 2002.

But the province is Pau, and not Andorra la Vella, so that wouldn't make sense.

That is not a great problem. For example, you have event "Constanta would be our!" when Bulgaria recieves Constanta, although city Constanta remained historically Romanian. Then, after WWII, province Presov becomes USSR territory, although city Presov is even today Slovakian. Then, after the WWII, peninsula Istria, remains Italian, although it became part of Yugoslavia, historically, but in HoI it is conected to large province Venice, so it cannot become Yugoslav.

Well,they had very little importance IRL,and the only in-game off-map nation that existed and had some importance was Vatican.THe tags can be used for something more important.

Maybe you people who live out of the Iberian Peninsula don't get it, but Andorra is a friendly in-joke for almost all the inhabitants of the Iberian peninsula, even my Andorran uncle does jokes about his own country. That and fellow Spaniard Forumite Wenck's AAR about the King Boris I of Andorra (which could be someday translated to English, now that it comes to my mind) and his crazy and surreal adventures, is what makes Andorra a desirable country by BinomistaR-G. Even Daboo could tell you about why Andorra is funny (If he wants and doesn't get offended). But yes, maybe it is also a somewhat unimportant country.

Simply, you move your troops to a nearby province, let's use the Vatican as example, you put your troops near Rome, click their missions bar, select move, and select the "Vatican City" off-map province.
