Since the game is currently moving towards adding new mechanics for some government forms, such as the parliament for constitutional monarchies, I'm suggesting a new system for absolute monarchies (that could probably also be added to revolutionary empires or enlightened despotism) to model their ability to abuse power.

Absolute monarchies should get the ability to enable and disable the following reforms at any point:
-Full conscription: +15% manpower
-Emergency tax: +10% base tax
-Seize property: -0.05 monthly autonomy
-imprison opposition: -1 national unrest
-forced labor: +10% production efficiency

How ever, each active reform costs you 1 yearly legitimacy and increases the chance of pretender rebellions. You can no longer activate reforms, if your legitimacy drops to low.
(please note that the values are probably unbalanced and need to be changed)

There should also be the following new diplomatic actions available for all monarchies:
-Support foreign ruler: Gives the target country +1 yearly legitimacy and -1 national unrest, but costs you 0.5 yearly legitimacy. Improves relations to the target country
-Discredit foreign ruler: Gives the target country -1 yearly legitimacy and +1 national unrest and costs you 0.5 yearly legitimacy. Decreases relations to the target country

I actually really like the sound of those ideas for absolute monarchies. I've been trying to think of ideas so that each government type has a unique system (like parliaments for constitutional governments, the elective monarchy system, and the factions system for merchant republics) in order to improve peacetime mechanics and immersion.

I've managed to think up rough mechanics for say feudal monarchies (having to deal with barons and being able to increase manpower modifier at the expense of perhaps unrest) and some new election mechanics but have struggles to think of anything for absolute monarchies. This system seems really neat and clever to me without being too complicated.
