In every game (except those with strict role-play/house rules I guess) there is a huge power vacuum mid to late game. After a certain amount of time player is just too big to be stopped - no empire in history of mankind was in such position, ever. I know that some players want a WC and I know it's a game so there should be no ban to do it. It's just the fact that most games are abandoned after 150 years, once the player becomes too powerful - there's no real challenge mid to late game. So here's an idea - balance of power feature. It could be treated as addition to the coalitions mechanic and AE, or a overall rework. Could work on a interface similar to the HRE one, with Minor, Major, Great and Global (?) powers listed.
There are x provinces on each continent (533 in Europe IIRC). A country with a capital in for example Europe is connected to the balance of power pool for Europe. This could be counted per province # or per development. In any case, when a country reaches 1/3 of a total balance of power pool for a given continent, other major powers see this as upsetting the balance of power and get some bonuses to counter the dominant power (What bonuses? Hello revanchism!) and relation boost between each other. That's what was happening time and time again in Europe.
If a country eclipses say Europe anyway, then the pool is counted vs another continent's greatest power (i.e. Europe vs Asia).
This balance of power feature could come with some sort of Congress mechanic, when some of the treaties are not signed immediately after you hit a button but are instead negotiated on some mini game basis, where a defeated power can improve it's situation by scheming, meddling, spending money and points (and can finally find some use for the espionage idea group).
