The funny thing is, the Vicky engine can handle Napoleon I perfectly. I wonder why the game wasn't just called Revolutions from the get go and started in 1789!
Projects such as Clio are not officially sanctioned Paradox mods, but user-made ones, so it is unlikely that Paradox will change start dates.
The biggest problem with changing the start date would require a major reworking of the POP files to reflect Population levels at the new start date, and the inc files to reflect OOBs and the like. And THAT is a use of resources that Paradox could definitely make better use of for other projects.
There are NTL mods that players can use (and likely will be able to use with the new modder-made maps being developed) to create such new scenarios. But I'd highly doubt Paradox itself will have the ability to devote resources to such a project, especially now that EU3 is just days from commercial release.
