I'm quite certain that this has already been suggested, but it just popped into my head, so I wanted to post it. Take standard policies, and supplement them or replace them with country-specific ones.
The simplest example I can think of:
'Formalized Weights, Scales, and Measures' gives you +10% tax and +0.2 Republican Tradition
France, would have, in its place, 'Introduce Metric System' which would give, say, +15% tax and +0.3 Republican Tradition.
Thats just an example, to show what I'm imagining. Now, looking at the files for the policies, there's nothing that I can see that would prevent an intrepid modder from doing this himself. Just add a 'allow = not france' to the normal policy and a 'allow = france' to the custom one. Regardless, I think this would be a great way to add some additional flavor to various countries, without overpowering them too much, since its not like policies are a vital part of any play through.
