Small correction:
This is incorrect. You can move a fleet to any friendly port within range from its home base whenever you want. Rebasing is for when a port is outside of that range, or for when you want to change where the ship is supplied from.

That was a bummer reading about the non-aggression pact. If you do Mol-Rib in 39, you are locked in until 41 before you can attack.
