New Government form for Chinese and Chinese-influenced countries that simulates the scholar elite and struggle between entrenched gentry and meritocracy. Korea and Vietnam start with this government, Manchu tags will gain it when they reform their government, and any Chinese revolter tags will gain it when they spawn. Their base bonuses will be 15% cheaper advisors and +1 yearly legitimacy.
The central mechanic will be the sliding scale between Meritocracy and Tradition (somewhat similar to piety for Muslims). Full Meritocracy decreases idea costs, increases institution spread, reduces corruption, and increases stability cost. Full Tradition increases diplomatic reputation, decreases national unrest, increases the cost to embrace institutions, and causes an uptick in corruption.
A regular event for the Confucian Monarchy is the Civil Service Examinations. These will happen every ten years, similar to elections, though instead of a candidate, you will get an event with choices that will impact your country's Meritocracy/Tradition score.
The examinations allow you to recruit one advisor to your advisor pool, along with a secondary effect (like when choosing an heir for a theocracy). The game will track whether the advisor belongs to the Traditionalist or Meritocratic faction (perhaps with a nice colored border to show which faction they belong to). Having advisors from one or the other faction causes slow amounts of ticking influence, and unlocks various events. A standard examination would see several candidates who you might promote to Minister:
-One candidate is a member of wealthy landed nobility (+cash, +tradition)
-One candidate is a member of a prominent noble family (+nobility influence, +nobility loyalty, +tradition)
-One candidate is a member of the lesser nobility (+10 legitimacy, +tradition)
-One candidate is a son of a prosperous farmer (+10 prestige, +meritocracy) [ADM ONLY]
-One candidate is a veteran military officer (+5 army tradition, +meritocracy ) [MIL ONLY]
-One candidate is a son of a merchant (+burghers loyalty, +burghers influence, +meritocracy) [DIP ONLY]
One of the candidates will always be above-average, having +1 skill and halved maintenance costs. This is chosen randomly (no preference between meritocratic vs traditional candidates). Advisor types are also randomized, though some options will only provide advisors from one Monarch Point category.
Additionally, firing advisors will reduce the influence of their faction, as well as incur a harsh legitimacy penalty, so you can't swap out advisors as much as you want (though don't worry, there will be plenty of events concerning advisors plotting against and killing each other). All advisors will belong to a faction, even those spawned randomly.
Of course, most people would want to favor the Meritocratic faction. This, however, can be harmful to the health of the king, and the various bribes given by the Traditionalists certainly can be attractive. Meaning, Traditionalists can give many short-term benefits while also being a dangerous force if crossed.* Both factions can be dangerous to the throne if too powerful, especially if you have a weak monarch, as Traditionalist will jockey for influence and those who favor Meritocracy might wonder why they have to follow such a weak king in the first place... By which I mean, two new disasters! Palace Coup and Influenced by Nobles, which can activate if the king has two or less in all monarch point categories. Palace Coup results in your current monarch dying, to be replaced by a (same-dynasty) heir with a weak claim to the throne. Disaster ends if at 100 Legitimacy and positive stability, while disaster is in effect large increases to global unrest (+5) and variety of nasty events. Influenced by Nobles increases tech costs decreases monarch point generation by 1. Disaster ends when Tradition influence is 0, though any attempt to do so will result in Noble rebels which will increase Tradition when they enforce demands.
