Well, I'd say you should do four things (from 1.3):

This is too compensate for increased combat times so that leaders and divisions dont increase skill with longer combat times.
Yes, that makes sense. Althrough I would think it would be cool to increase the xp gain a bit, I mean lower it, but still an amount that it's gained faster in longer combats. The Germans would benefit more from Poland when invading France and have a bigger advantage when invading the USSR. In return the peacetime modifier could be 25%. But just an idea.

Global modifier that will effectively increase GDE
Wait, you mod this number? I have always modded the GDE in the save for the countries. The base is 0,8 so that means that only 20% of the hits get through, right? So it would be modded to 0,9. But I don't understand how 1,8 works? But anyway 2-4 times longer combats would be cool. The USSR GDE will be 0,8 when Barbarossa begins and will rise to 0,9 when GPW fires. It gave 0,1 GDE, right?

What about the stuka fleets? We only thought of using the penalty when ground attack is reduced or forbitten. But I doubt that the German player will agree, so the peacetime penalty should probably be reduced?
We should rather vote if we want to play with a modified version of vanilla, as if we wanted to use a mod.
The modifications that we want are pretty simple. So why use a mod, when we can just change a few text files. These can be easily uploaded, but they are easy for everyone to mod too.
