the starting positions are not totally balanced. the CoTs values differ from less than 50 to over 200. but i guess its very difficult if not impossible to create a scenario with equal CoT values. at least this makes the bidding more interesting.

Im not quite sure what you mean here.
For example:
Lets say France chooses to go naval instead of land, how can it then be safe from its neighbours, mainly Austria and Brandenburg/Prussia if they, as they most probably will, have max land?

I'm talking about games where people make logical decisions. France goes land, England goes naval. England then is safe from all non-naval countries, like France, the OE, Russia, Prussia, Austria, maybe Spain. And France is safe from a land attack from naval nations, like England, NL, DK, maybe SWE or Spa and Venice. I could make a bunch of lists, but you must see where I'm going with this now.
