Well, Byzantium has to defeat the Ottomans (requires careful playing for the first few years) and will pretty much get a free ride in Turkey after that, but will come up against Venice in the Balkans and the Mamelukes (and later Granada) in North Africa and the Middle East, and in any case doesnt have Arabic culture.

I do think that the culture rule I proposed oh so long ago would work well here, perhaps limiting it to cultures in Europe and West Asia. As it stands some culture monpolies exist (e.g. Granada with Arabic... giving it to Byzantium right off the bat would make the latter a bit too powerful) and nobody has Anglosaxon or (except Denmark) Scandinavian. If we wanted more conflict we could introduce some rule whereby owning a province of or having a land border with a culture gave you that culture after some time (so e.g. Byzantium could get Arabic, Scotland/Brittany could get Anglosaxon, TO could get Scandinavian...)

I think granada could be a problem. Granada could easily expand into North Africa without check. As I said I am trying to pin down my own list of minors.
The main things I am looking for is: culture sharing, cultures inside europe, one or two cores.

We could add the Kaliphate (Iraq) and give it Orthodox tech + a couple more provinces as competition in North Africa/Middle East.

Well, that could start driving the focus out of europe.
My List looks like the following. We could merge them with yours, add more, remove, etc.

navarra (iberian+french)
aragon (iberian+italian), edited to two provinces
savoy (french+italian)
lorraine (french+german)
french-dutch minor (french+dutch)
german-ducth minor(german+dutch)
milan? (italian-german)
siebenburg (german-slavonic)
slavonic minor (italian-slavonic)
polish-german minor
polish baltic minor



I think we should have minors close to each other, with equal oportunity to expand. Ex. our two slavonic minors could look into expanding into turkey, etc.
But I dont think they should not gain turkish culture (debatable).
Also, no minors are allowed to become majors.

Edit: we should also have the 1 rule: no diploannexning countries with more than one province. Ex. No player is allowed to annex spain/portugal an gain all their colonies, they have to be conquered the hard way :)

Two provinces is a bit too few I think - with AI cheating on military support and cleaning up after a player gets annexed being a real hassle, 3-5 provs is more like it IMHO.

Note that the Rhine area will become VERY crowded (at least 3 countries crammed in), and with no countries with russian, ruthenian, scandinavian, turkish, arabic etc. very large swaths of the map typically part of the game will effectively not be so. Maybe this is what's desired, of course.

Proposed minors under Daed's plan then:
- Navarra (+rousillon, gerona)
- Aragon (-sardinia, sicily)
- Savoy (+provence, dauphine)
- Lorraine (+alsace, pfalz, franche-comte)
- Brabant (+french culture, artois, zeeland, flanders, maybe flanders COT removed?)
- Friesland (+german culture, geldre, munster, oldenburg)
- Mantua (+ german culture, manuta, romagna, lombardia)
- Serbia (+italian culture, magyar culture, greek culture, romanian culture, bosnia, ragusa)
- Siebenburgen (+german culture, romanian culture, greek culture, slavonic culture, banat, wallachia, moldova [Moldovian capital to Bujak]).
- Pommern (+baltic culture, brandenburg, kustrin)
- Prussia (+baltic culture, polish culture, masovia)

"Becoming a major" means becoming Spain, France, etc.

Well for the interest of this discussion a major is any country that has events, leaders, cores, etc That will give its player intrinsic advantages. Listing them:


France,
Spain,
England
Portugal
OE
Austria,
Netherlands,
BB/Prussia
Sweden
Russia
Denmark

Not becoming a major is a restriction on becoming one of this countries by events (like navarra can become france for example). But you can become as big as you want or can :)

The idea is to have a more or less free for all game, when you decide your destiny, paying attention to europe is a must (ie. no island nations,no non euro player countries), but also, every one is free to conquer colonies as they please, through the ingame random nav/conq.

Leaders is great. Monarchs will be good. RoTW I am not sure yet. Since the competition for RoTW would be free for all, and not preset ahead starts will be scripted for the player nations, the I dont see the need for it. You know where to go, the problem will be how to get there, and who gets there first :)

I think if you wish to play minors we should use IES. Every one starts with 1 prov. which is fair. I don't like editing too much...

One idea I was thinking about is using 1492 with 8 minors that have 2 prov.

That would create competition and good diplomacy. We would have to work as allays to defend vs big powers and at the same time fight each other for the domination of HRE and Europe.

Giving more room between us will work just like colonization. We will spend all the time anexing AI territory in a SP mode.

I tend to agree that IES is just the easiest way to have a minors game, I mean there are even events to add cultures etc. I would suggest editing all player countries to 2 provinces to make annexation in the first second a bit harder if we do decide to play it. Disadvantages of IES are reduced colonial game (it's still there, but there are no ROTW AI nations and colonizing doesn't bring very much income), but I'd be up for trying it.
