It is has being a long kept policy for england not to look to dominate external markets, and to restrain from having more than 4 trades in not national markets. This is only done of good will, and with great effort due the superior trading skills of our merchants.
In the particular case of russian markets let me inform the russian czar that english merchants only trade in ONE russian CoT, and the level there as of 1749 is 4 (and usually kept at 3). The reason? russian CoTs are not upto standard with the rest of the world, and not merchant in their sane mind will venture to the doors of Hell, not even for allthe gold of the world. Of course we do not expect the russian Czar to be capable of knowing details of his own markets.
As today, His Majesty reserves the right to either cancel all trade in the russian markets, or look to increase the levels in all russian markets. Also, He has order a small task force of 400 ships to sail to Ivangorod to ensure that our merchants are threated with respect and according to the international trading laws.
