An EU4 equivalent of the CK2 form kingdom/empire decision, but can also be used to realise all dreams of restoring old nations

Requirements:
at least 20 provinces,
have grown by at least 10 provinces since game start
owns at least 1 CoT, 1 province of dev 20 and 2 provinces of dev 10
is at peace and not a subject

Effect:

Forms a new tag, gets a pop-up to chose/input:
country CoA (same as custom nation)
country name and adjective
important leader name
important city name
important army formation/unit name

If rank is duchy, rank becomes kingdom
If in HRE, leaves HRE
Gains claims on provinces in all areas where owns at least 2 provinces
Capital gains 1 base tax
Gain Increased centralisation modifier for 10 years

Traditions: +1 tolerance of true faith, +5% trade efficiency

Not only are the national ideas a big no there also is the question of why? What are you trying to represent? Aside from dynastic tags i am not aware of any historic case where a nation would just be like "hey let's rebrand to something completely new, this will totally change our traditions, legitimize us as a kingdom give us a bunch of claims"

Not to mention that we would end up with a scandinavia situation, where you would form a country and lose all flavour events.

It can be restricted to non-christian pretender rebels only and fire on demand enforcement. It actually makes a lot of sense.
