Since the other fantasia scenario seems to be more or less dead in the water, I thought I’d throw some ideas around, and see if we could get something. (With a perhaps a lot of help from other folks!)
I was looking at the scenario editor today, and it looks like there are about 109 pre defined countries. For the sake of convenience, I think we should just use about 50 of these, at least to start with, perhaps throwing in a few new ones for regions like North America. Keeping all the province names the same would also keep things simple.
Proposed starting points (we can always customize later)
• Each country starts with NO TECH.
• Each country gets three provinces to start with
• Each country starts with 50 industry total spread through the three provinces
• Each country starts with enough resources to trade so that they can run all 50 industry via trade and make a stockpile in peace time.
• Each country gets one of each type of minister
• Each country gets a national claim on any land area that is two provinces away by land…
• Island nations get claims on any provinces touching a sea zone adjacent to their capitals (possibly also including the other two provinces, we’ll have to look at the map)
• Each country gets one INF and one CAV in each starting provinces, plus maybe a fighter in the capital? Island nations will probably start with a free transport and/or destroyer.

World baseline
• There are approximately 43*32 provinces in the world = ~1376
• There will be about 2,500 industry that starts in country hands.
• There will be about 7,500 industry in neutral areas (barbarian areas?) Note that this means that the average industry of neutral provinces are going to be a little more than a third of a typical starting country province.
• Doing the math, there are going to be about 8 barbarian provinces for every starting country province.
• Barbarian areas should have some sort of token resistance forces that grow with time… say one infantry per year or something like that?
• The world could start with as much as 100K coal, 50K steel and oil, and 25K rubber to support extensive industrial growth. (This means that there will be resources for 5X the original industry at start)
Problem areas:
• I see scripting an AI for this scenario as being a major pain in the ass. Perhaps we could get some help from some heavyweights here… ? I know I’m not going to be much use here…
• We will also need some serious playtesting (and playtesters)
• Alliances could be very problematic. With stronger countries on average, Alliances could end up being insanely powerful. Figuring out how to balance them could be a bit of a headache. We’ll figure out something….
I admit that I’m going to be mostly useless at anything other than file editing, at least to start with anyway.
