Not as a fifth ethos, but as a third kind next to asleep and aweakened.


As your ships scour the unexplored reaches of space you come across something mysterious. A handful of systems all share some striking features. They are full of Barren, Toxic and Tomb Worlds, ancient debris and parts of destroyed ships. Remnants of a vast ancient civilization. Perhaps there's even an unfinished Ring World there. At the heart of this discovery lies their ancient capital - not the Skyfather, not the Celestial Throne, but a system of planets that were torn apart, destroyed by ancient superwapons.

The tomb worlds are not filled by standard atomic-era ruins, but a highly advanced ones, with large science boosts. There may even be one or two standard world types - border worlds that were not scrouged so thoroughly.

As you explore this area a Fallen Empire contacts you, even if you haven't met them yet. They worn you - stay away. Let dead men lie in their tombs. If you do not listen there may be consequences.

Undaunted, you continue your search and there is a chance, just a chance, not a guarantee, that you will find something.

Someone or something flashes on-screen. For a long time, they waited. Hidden, amongst what little is left of their home. You may try to spill their location to the Fallen Empire who warned you, but they will simply disappear again. And they will give you nothing, but if you'd just listen.

Their wait has been long, but if you are strong enough, then you might be just what they need. If not, they may contact you again later.

All they want is one thing...

They will share with you some of their old secrets. They will aid you with what little fleet thay still have, if you agree to give them one thing.

Revenge.

They were once mighty, but they have lost their War in Heaven. They were crushed and punished horribly for daring to oppose their ancient rivals, but now is the time for their enemies to pay.

But beware. The Fallen Empire watches. And when they see the old technologies back in use, they will begin to muster their troops again. Time is short. You must work quickly. The Dead will help you, give you blueprints of advanced factories, share some of their ship designs.

And when the time is right...

The galaxy will see them rise again.

Devs are usually quiet when using users ideas, at the most they'll say thats an interesting concept and wont say much till a dlc or two later when it pops up in game
The only one that comes directly to mind as an exception is the huge african reworks from CK, where several of the dev team expressed intrest in using the ideas but said irt would be a bit low on the piroity list

I saw some episode of a series before ( can't recall which ) Whereby the protagonists encountered a single AI entity that was in control of a ship that possessed the knowledge and technology of a fallen civilization with many people on the ship in either stasis or with their consciousness in the computer. Would be something cool and interesting anyway !

I'd personally like an entire expansion focused on the fallen empires. new versions of them, remnants of them throughout the universe, new unique tech's they posses, new unique buildings and lots more events and discovery's we could make throughout they're territory. they are one of the big highlights of the game and i'd like nothing more than to see them get a whole lot more effort devoted to them in an expansion. the war in heaven was ok, but often not nearly as interesting as i'm sure you could do with them. their territory have been protected from the outside world for millennia. who knows what was preserved in those ancient worlds and systems. unique beings, remnants of advanced citys and space ships and battles. what we have is pretty cool, but with some cool event's and more interesting discovery's they could really be interesting.

You could have several endings for this arc:

1: Thanks alot (The dead empire thanks you for giving them revenge on their enemies and doesn't betray you.)
2: Thanks, SUCKER! (The Dead empire's old worlds suddenly awaken, their populations and fleets having been hidden in the core of the worlds, and now that you've taken out their rivals, they activate failsafes that they built into the tech they gave you, disabling your entire fleet until you can remove the tech you got from the dead empire (Redesign the ships without the new devices and then refit them) and then you have a particularly strong Awakened Empire to deal with.
3: Welcome to our evil empire, slaves. The technology the Dead Empire gave you contained brainwashing gear that they now activate, making your empire a vassal empire while they proceed to expand, taking over all of your existing fleets. To win your freedom, you have to rebuild your military from scratch while they build up their power and territory.

I'm glad you gave it a bump. I hadn't seen this before but it's a very cool idea. Of course, now we've got to work fast before the ancient enemies of this idea realize what we're up to and come to finish the job.

Turning them into basically a Necrophage Fallen Empire could be cool. Settling their tomb worlds for a big boost to your economy thanks to their Fallen Empire tier buildings, but eventually they Necrophage your population to reestablish themselves as a sort of mid-game or maybe even end-game crisis-level threat.

In terms of a crisis, maybe the dead FE can have multiple outcomes:

- They were trying to Become The Crisis (Nemesis) and they now have the tools to fast-track that project, which you can either destroy or try to subvert (making yourself the Crisis). Either way, you must fight them, and they have special mechanics to replenish themselves from the dead.

- They are friendly to you (for now), but they are a Fallen Empire and you need to get off their lawn. Lose a few systems, gain a powerful ally, basically a watered-down version of the Scion origin (except you don't get it in the early game so it's not particularly broken).

- The ones you are able to raise have no ambitions of running their own empire. You get a bunch of Necrophage pops with enough growth penalties to never reproduce, but hey free pops, and these ones are especially skilled in some way or another.

- They are brought back just long enough to accomplish something -- like they build their own monument to themselves, maybe a Mega Art Installation or a new type of megastructure -- and then they are satisfied that the galaxy can know their legacy, so they pass on to the next world.

- Their legacy is found in a distant cluster opposite to the L-Cluster (called the FN-Cluster). They ask you to create a special Gateway to their cluster, which has its own distinct outcomes.

I agree with this.
However there is one aspect of Fallen Empire that seems to be missing: they take up space and cannot be (re)moved easily.

For that I think, the former core worlds - the uninhabited ones - should have some aggressive fleets and stations in place. Automated watchmen and guardians, powerful but fully autonomous so destroying them is not an act of war.
Perhaps also some synth populations to maintain the watch, that could be bargained with?

So that the "dead space" will not become covered in outposts/stations early on.
It could be like the xenophobe borders, where the other empire that contacted you gives you a warning and orders you to remove your outpost if you build one in the core systems of the dead empire.
