Notice the "Call to Arms" after the games title. None of the other confirmation emails are have any expansion names or slogans or anything else attached at the end of the simple titles.

Recently Paradox has fallen into the habit of releasing an expansion and a content pack at the same time, but as separate products. The most recent example of this would be the Common Sense expansion and the Common Sense Content Pack. And it just so happens that a content pack bearing the name Call to Arms has already been released, it's right here, but an expansion of the same name was never released.

This is what mighty Johan said on 27th of August 2015, you can read it here, first post, first paragraph:
So what have we done lately? Well, plenty of stuff that will go into 1.14 and the next expansion. Lots of stuff we are not ready to talk about yet,

Notice the date! 27th of August! That is 15 days as of the time I am writing this post. Well friends, Steamdb has noted a package update 17 days ago. Suspicious, aye? See for yourself over here. This is what it says:

So the name of the expansion will be Call to Arms. What does it mean? This is from the Steam description of the Call-to-Arms content pack
Europa Universalis IV: Call to Arms Pack includes:
Europa Universalis IV: The Winged Hussars Pack
The pack contains 12 unique cavalry models for the cavalry for Russia, Poland and Lithuania, three of the most influential eastern European states in the Europa Universalis IV era.
The content pack also includes The National Monuments Pack, so why do I think the Hussars are more significant? It's because a second monuments pack titled National Monuments II has already been released, so that part is relatively more complete than the Hussar part.

Another reason is something Wiz himself said. I tried hard to find the post to quote it, unfortunately I couldn't find it. I believe Wiz said it in one of the Common Sense Dev Diaries. In any case, naturally someone was whining why this and that isn't improved (it could have been me :p), I think it was about ugleh Lithuanian province borders, and Wiz responded with something along the lines of "Because Eastern Europe not the focus of this expansion". The whining person didn't even structure their post in a way that would provoke this specific answer. Wiz himself put the two words together in one sentence "Eastern Europe" and "focus"!!!1 There was another occurrence, I'm not sure if I remember this one correctly, but I think in another post Wiz also said something similar to "Russia and the region could be the focus of one of the future expansions".

Lastly... Last week instead of a Dev Diary, Johan posted this:
Hi.

Wiz is home sick since yesterday, so there's no dev diary today.
Paradox stated they'd be releasing one of those every week, so after skipping one, you'd expect them to make up for it the following week, right? Well, earlier today (which is now yesterday, but it was today when I started typing this), so on Wednesday, they announced the new subscription menu which I mentioned at the beginning of this keyboard crusade which leaked the Call to Arms name. The following day is Thursday, which is the day when the next Dev Diary that is supposed to make up for last week will be posted.


To conclude. The next expansion will be unveiled in today's Dev Diary. It will be titled Call to Arms and it will be focused around Eastern Europe.

Uhhhhh, the Call to arms pack, wasn't that a pre-release promotional thing?
Indeed, it was, but I think it matters in this context. At the end of the day it is a content pack and these days for each content pack there is a significant expansion. Then again, it's possible the theory is utter bullocks :p.

EDIT: So... you disagree with the theory being utter bullocks, so you think it's true? I think so too :p.

I did mention that right? I was exhausted half way through. Pretty sure the phrase "keyboard crusade" was called upon. It was a long day for me and it's already 2am.

I am amazed that a grand strategy game has gotten so much traction. Ck2 did pretty darn well, but it had a more Sims quality that would appeal to a slightly larger audience. It was also hilarious.

Paradox managed something pretty darn special with Eu4. I am hoping for two more dlc for eu4. No more than that though, the poor game is getting way too top heavy, and the foundation is starting to crack. if they make Eu5 with the improvements they made on eu4 in mind, it will be a work of art. (of war).

I don't think it's foundation is starting to crack, the current patch runs better than the ones a few months ago and there's been no major bugs for who knows how long.

The Call to Arms pack was a promo before EU4's release that gave extra Eastern European unit skins to those people who could get 5 people to subscribe to Paradox's newsletter. They later released the pack to buy on Steam.

The Call to Arms pack came out a while ago. If Paradox does release an expansion called that, for shame. It doesn't make sense to name an expansion pack after a DLC group you already had, it's just too confusing.
Maybe they will release Call to Arms Content Pack II, just like Monuments II? Lithuania, Russian region and Scandinavia are too low on the list when it comes to province density. During the period covered by the game Russia becomes the symbol of Orthodox church. Considering all major Catholic denominations have been improved and made more fun to toy with, as it is Orthodoxy is one of the most boring religions in the game. So its not like there's no space for improvement, and they have been generally avoiding the area.

Think your overanalysing it a bit ;-) but this could very well be self-fulfilling prophecy since we know a DLC is coming eventually and it might eventually be centered on eastern europe :)

Believe the phrase "not the focus of this expansion" has been used at different times, but anyway it´s not a statement as to their planned features. The only thing we can interpret from this sentence with any certainty are that eastern europe is not the focus of that expansion. But hey, your welcome to dream and wish for it, it just might come true :)
