Guys 'n galls, everything said about linguistic and cultural borders between Dutch and German is of course correct.
... However ... I believe there are good gameplay reasons for the changes I suggested.
For the Duchy of Loon: the split between Germanic and Romanic cultures -is- very pronounced and runs straight through the middle of the Liège province. That border has barely moved for over a thousand years. Without Loon, the province of Limburg sort of hovers away from the rest of the Flemish culture group, which makes no sense whatsoever. Adding it in would make gameplay in the region more consistent. That's why I'm suggesting it.
For the Duchy of Cleves: It was part of the Netherlands at various times and its administration was ran in Dutch deep into the 18th century. There is ample historical precedent to split it off from the province of Berg. Paradox themselves make references to a split between Kleef and Berg in the Berg province file, for those who bother to check. Kleef has been fought over by Gelre, Berg, the Dutch Republic, the Spanish, the Prussians and even Brandenburg. Its case for enhancing gameplay is rather clear-cut, I'd say.
