That should be possible.
These traits were not present before DV, which gave me headaches to decide on sunni or chiite. I had to settle on geographical area.

Hum... That's an interesting question. But first, this needs clarification on your part : as of now, all counties are matched to a prefered EU3 tag. So I guess that your question rather is :
is it possible for any counties which own the associated EU3 tag (i.e. no other county has that tag) will have a bigger chance to become an EU3 nation ?
The answer is : now no, but it is quite possible to increase their chances (or at least decrease their penalty), should I implement this, that is...
The question that inevitably follows is : what do something specific for these couties, and not for, say counties which share a tag as a pair ?
I believe the need has to be clarified in order to implement a satisfaying solution.

No! That's actually one of the reasons why there is a tag pool at all!
You can have a tag in the tags section and not the tag pool ; for exemple, suppose you want to accept Germany as a formed state at the start of EU3, but only if the title is born by somebody, and certainly not as an acceptable choice for a random tag : then you'd say in tags that GERM converts to GER, you'd avoid to associate any other tags (especially geographical tags Cnnn) to GER, and you'd not put GER in the pool.

Exactly.
Of course, this feature has to be used carefully and for a select few nations ; if I don't have enough available tags in the tag pool, I probably won't be able to select tags for countries which require a random tag (because their logical choices are exhausted). Still, the tags that come to mind as candidates for removal from the tag pool are those nations which form in EU3 depending on conditions: GER, ITA, RUS, HOL, SPA, GBR
