5%: -30 max absolutism, -15% national tax modifier, +100% liberty desire from subjects development, +0.10 monthly autonomy change
10%: -15 max absolutism, -15% national tax modifier, +50% liberty desire from subjects development, +0.05 monthly autonomy change
20%: -10 max absolutism, -10% national tax modifier, +25% liberty desire from subjects development
30%: (no effect)
50%: +5 max absolutism, +5% national tax modifier

60%: +10 max absolutism, +10% national tax modifier, +1 yearly absolutism
75%: +15 max absolutism, +15% national tax modifier, +1 yearly absolutism, -0.01 monthly autonomy change

Better yet, why not just have a regular scaling system like many other mechanics instead of having the awkward steps at all?

I do like this suggestion better than the current state of affairs.
