It doesn't make sense that you can't get resistance in your core states no matter what- even if you're hobbling along in a war with 10% stability, war support and party popularity while enacting the harshest laws.I think cores not having resistance should be removed - cores should have a higher default compliance target and should be more impacted by party support and stability
