First of all i might say that its probably more than clear listening to folk that decentralization really has not a scratch on the sheer power that can be accessed from centralization as a go-to, mainly because its viewed through a narrow vision that decentralization is entirely diametric to the idea of a single nation or vassal swarm and hence is more suited to a multiplayer enviroment where a small handful of players occupy the HRE's lands to mutually benefit from it.
The proposed alternative is to keep entirely to the thematic premise but still allow the emperor to expand and therefore progress the along a normal trajectory of a world conquest by using the HRE as a engine to achieve this rather than absorbing the HRE inward, exploding the HRE's influence outward.
Though I will not be including it into my finalized list below, a recommended fix would be to change the status of free cities to act as EoC tributaries do and give implicit 25% trade power where they are located, with a selectable monthly tribute ontop of their +2 gold which for the purposes of usefuness can be raised to +4 gold ontop of the +3 trade city bonus that's already there, then this reform would be truly powerful start to decentralization.
As you can see, while many of them didnt need to be changed much, the end-goal is much more palatable for a endless movement of blobbing, partitioning until everything is yours and you are strong enough to disband the HRE entirely, or absolve all of its remaining members.

Allows the Emperor to create a Casus belli on any nation not currently in the Empire. The Emperor and Electors will be able to raise War taxes for free while at war with enemies of the Holy Roman Empire.
