First of all i might say that its probably more than clear listening to folk that decentralization really has not a scratch on the sheer power that can be accessed from centralization as a go-to, mainly because its viewed through a narrow vision that decentralization is entirely diametric to the idea of a single nation or vassal swarm and hence is more suited to a multiplayer enviroment where a small handful of players occupy the HRE's lands to mutually benefit from it.

The proposed alternative is to keep entirely to the thematic premise but still allow the emperor to expand and therefore progress the along a normal trajectory of a world conquest by using the HRE as a engine to achieve this rather than absorbing the HRE inward, exploding the HRE's influence outward.

HRE establish the reichstag collegia.png [/URL] Establish the Reichstag Collegia Number of free cities +3 Number of free citiesNoneDecentralization reform HRE perpetual diet.png Perpetual DietMutually exclusive with 'Reform the Hofgericht'
Why? : This serves no overall purpose to spend your IA reforming into forming more petty states OPM states, with things granted a low income (2 gold per free city is tuppence) for the annoyance of protecting them, and the reprecussions of giving the status away.

Though I will not be including it into my finalized list below, a recommended fix would be to change the status of free cities to act as EoC tributaries do and give implicit 25% trade power where they are located, with a selectable monthly tribute ontop of their +2 gold which for the purposes of usefuness can be raised to +4 gold ontop of the +3 trade city bonus that's already there, then this reform would be truly powerful start to decentralization.

The new proposed path of the decentralization reforms said:
HRE expand the gemeiner pfennig.png Expand the Gemeiner Pfennig(unrecognized string “national manpower” for Template:Icon) +100 Manpower per Prince

New: All countries pay into the Imperial Treasury, all HRE based mercenaries are subsidized from the HRE treasury if they are not currently at war with the emperor.
(unrecognized string “national mapnower” for Template:Icon) +200Manpower for Electors per Prince
Friendly movement speed +10% Local friendly movement speed in every Empire province
Decentralization reform

(See Description under `New`) - This is to increase the efficiency of the use of mercenaries, artificially allowing the HRE to field much larger forces for as long as required, over use or costly mercenaries, by the time of Ewiger Landfriede the mercenaries are at the Emperors disposal unless HRE members are called into external wars.

HRE reichskrieg.png ReichskriegNoneNoneDecentralization reform HRE geteilte macht.png Geteilte MachtAllows the Emperor to create a Casus belli on any nation not currently in the Empire. The Emperor and Electors will be able to raise War taxes for free while at war with enemies of the Holy Roman Empire.

HRE establish the reichstag collegia.png Europa Universalis Number of free cities The HRE is no longer restricted to the European super-regions. HRE members may be put into a annexation process remotely (using a diplomat) with only a +100 relations and a proportional amount of Imperial Authority to start. Mutually exclusive with HRE reichskrieg.png Reichskrieg.

As you can see, while many of them didnt need to be changed much, the end-goal is much more palatable for a endless movement of blobbing, partitioning until everything is yours and you are strong enough to disband the HRE entirely, or absolve all of its remaining members.
