New culture and religion mechanics: minorities or percentage based

Hello all,
I'd like to suggest an addition to culture and religion mechanics to make them feel more realistic and more interesting then 'just click a single button'.
suggestion? minorities, or percentage based culture/religions

either:

All provences now spread thier main culture like institutions, and each have a percentage based pie chart on how much of a givin culture is in each provence. the speed of spread depend on that provences' percentage of the main culture.

this would be ideal, however it would eat up way too many resources. so my alternative:

All provences now can have two cultures, majority culture and minority culture. all CORED ACEPPTED majority cultures have a chance to spread thier culture to neighboring provences as a minority culture. at half the cost of current culture conversion, you can increase culture level of a provence by one stage (none->minority->majority->only). minority to majority culture conversion has no diplomatic penulty, but the others do.

the penulties also scale. at minority accepted culture in a majority unaccepted culture provence the penulties on the provence are halved. at only accepted culture there are benefits, but the opinion modifiers are more severe then current culture conversion.

apply the same thing for religion as well, with going one stage costing a third of a conversion instead. you can start culture conversion even when minority, but culture stage can only go up to the state the religion is in (so in a minority accepted religion provence, you can only culture convert up to minority)

this mechanic can represent the globe much better as even in the aincient days there were a lot of places with significant religious and cultural minorities. it would also represent colonial reigions better as there were always minorities in colonial places.

It also allows AI to expand more realistically if you program in that they are more liklely to demand provences where there are thier culture is a minorities, allowing slower but realistic border expansions. the world by endgame is usually much more conslidated then IRL. early 19th century
