New concentrate dev mechanic

So. Now we can't make our capitals so big, as it was before. Why then, if our capital is big enough (and further dev is expensive), can't dev be spreaded over other states? I mean, if capital already big enough, big amount of dev can go to neighbour provinces and than to neighbour states. Because when you just want to rob the enemy capital and get nothing for it, it's kind of weird.

It was a terribly thought out mechanic made by disinterested people that cant be saved, except by changing 99% of it until the name is all that remains of the original mechanic.

Somebody from the company sales department forced them to poop it out because they where afraid "monuments, new missions and minor improvements" looked too short to put on the DLC advertisement web site.

Last 3 games I've played the "concentrate development" mechanic was useless by 1500 unless your sacking 18+ dev to gain 1 which is utterly stupid.
