New comparison page

I really like the new comparison page. Great work.

But...

I dont understand my Trade and Infrastructure levels.

If I start a new campaign as OE I am level 0 and 1 respectively, but the comparison page says I am 14 and 16.

I installed 1.07 and then April 1st beta patch. So maybe this is just a beta bug.

I think it was right in the Mar 29 patch so maybe it's a fixed bug.

Aha, I knew I remember thinking everything on the page looked right. But, I couldn't actually remember what was on the page. D'oh.

I figured it was probably just my understanding. Thats why I posted it here instead of in a bug report.
