One thing that I am really confused about is the New commander feature because dose it make a historical general available to you or is it a randomly generated one

The game provides you with historic generals.
If you need more than that it will cost you Political Points (PP) to get another one, which I believe is random generated.

I think you can name the generals and admirals you recruit if you wan't.
