I just started 2.2 so I might be getting some mechanic wrong, but from what I understand when you settle a new colony it has a -50% growth debuff until it reach 10 pop and you upgrade the administration building. I'm assuming this is done in a way to slow down colonization so that being lucky and getting a bunch of close planet isn't too big an advantages, similar to the energy cost pre 2.2.
The obvious problem with that is that you can simply move 9 pop to the new planet, for a small energy cost, to immediately upgrade it (you can probably then re-settle the pop back to there old world right away, haven't tried that yet). This is problematic, imo, because it's not very interesting micro, is not available to all empire and easily ignore the mechanic. As a bonus you even replace the terrible early colony job by much better administrator. I'll avoid discussing the pop growth mechanic system since there's already a bunch of topic on it, but it also problematic with that.
Ultimately a simple timer would probably do a better job. Slightly fancier version would be to make the cost of upgrading the administration building time dependent (say it cost 5000 mineral to upgrade it right away but decrease by 1% every month and upgrade for free after 100 month, to represent your empire learning the planet).
Unrelated but it's to small to make a new topic, I wish the job priority system worked by moving the job up or down the list, higher job having higher priority. This would visually represent which jobs are the priority.
