So from a 'money & manpower' standpoint, maybe the scale tips back in favor of moving the capital?
You never develop for money and manpower unless you're absolutely starving for ducats because the ratio is absolutely atrocious unless you're playing 100% tall (which requires different idea groups as well as a completely different playstyle).

What you gain from developing a province is nothing but a sideeffect to spawning the institution.

Still not worth it. Probably worse in fact. The modifiers are linear, just develop in the farmlands/cloth/prosper state with burghers on and you'll still get the bonuses, assuming you have nothing better to do with your MP. Unless you're playing tall, need to spawn institutions, or getting an Age bonus, you shouldn't really be developing.

At most, you save 25 MP per development. You'd need to develop 8 times at a minimum to make that back, valuing ADM at the same rate as DIP/MIL.

To clarify, per dev point, the 'money and manpower' (and trade power) gains are all linear. It's just the dev point costs that increase. If you haven't developed the capital yet, it's probably worth it to move it to a prosperous farmlands with cloth or cotton if you're going to spawn an institution. After that, the increase in movement costs (due to development difference) mean it's not worth it.

I develop all the time, because I have nothing else to do with my monarch points. I usually have more generals that I'm supposed to have, plus too many relations from time to time. Doesn't matter -- I still have to develop a lot. Particularly with military points, secondarily DIP points.

I used to spend those extra DIP points on mercantilism, but I'm not so sure it's worth it anymore. My always have excess MIL points, and have no choice but to develop... which is good, because more manpower is always welcome. You guys make it sound like developing is bad.

You guys make it sound like developing is bad.
Depends on your playstyle. If you're RPing or playing tall, developing is fine. Even in these scenarios, however, taking clay is often more worthwhile to gain more develooment. Base full core cost is 10 ADM per dev (vs. 50 for developing) plus some time, manpower, and ducats, which are much more abundant than MP.

If your're trying for WC or min/maxing or playing MP aggressively, it's not worth it to develop. As you point out, DIP and MIL can be in abundance, especially in the early game or if you have a 6/6/6 god-king. Then, of course, it's better to develop instead of just wasting MP, of course, but those points are usually better put to use coring, annexing, ideas, and blowing up walls (in the later game).

In any case, I think we've shown in this thread that moving your capital probably isn't worth it for development no matter your playstyle, assuming it's of a significant development level already.
