As far as I can remember, you could build roads in cities just like other buildings, at the early days of EU4. This buidling was later removed from the game. Why not we bring it back? I though of 2 road types, just like most of other buildings.
1) Dirt road: +10% movement speed of troops and %10 local trade power
2) Paved road: +20% movement speed of troops and %20 local trade power (upgrades dirt road)
