1 a reworked administration effiency, it limits a nation's ability to own a large number of province(or better, based on development) without the adm tech to support it, having province above the limit increase autonomy of every province outside the capital by 5% per province.The administration effiency is increased by the advance of adm tech, government rank, stability and legitimacy, and maybe how much money you can throw to feed it.(and for those who are concerned this will limit their ability to paint the map, fear not, as a kingdom rank in 1444 with adm tech 3 should still hold a sizeble moderate european power without the help of what comes next)
2 regional governors, to hold additional land with effiency, one have to appoint a regional governors. The regions are already confirmed by the devs to be a new feature in the next expansion, thus we can appoint governors based on that default setting . Appointing a regional governor increase the minimum autonomy of the region to 50%, though this may be reduced by the late game through adm tech development and to 25%. A regional governor get access to all the resources unavailable to the central government due to the autonomy, using them to develop their regions. The central government may request the governors to provide either additional Tax, manpower or trade power. This feature can also be tied with the new estate system, the parliments and revolutionize the disaster system. This could also be used to better reflect the celestial empire while offering a small buff. There also should be a loyalty factor and the possibility of regional armies.
3 Dual capitals for empires. a historic strategy conducted by many empires through out history It could act as a backup capital of choice and slightly decrease the impact of lossing one's capital during wars, it should increase the administration effiency of an empire by half and establish a firm imperial presence with the surrounding regions.(and to answer why not more, that will bewhere the seat of regional governates comes in, the difference being a regional governate increases autonomy of the region)
