Here is the third unofficial hotfix I've developed for the bugged/problematic moddable files that have been found in 1.4.

This hotfix includes :
Clipper Transport Supply Consumption fixed to 8 and organization fixed to 20 (had been switched)
Frigates now cost 0.6 MP/unit
Fixes bug with culture of Portuguese legion in GC Spain.inc
Fixes problem with where = -3 parameter in several events in randomevents.txt and mexico.txt
Fixes national culture mispelling in GC Kashmir.inc file and added tibetan as state culture
Tweaked 7208 and 7209 (Napoleon Assassination Attempt) so that they fire depending on whether Sardinia or Papacy has stronger army
Added War Exhaustion Trigger to ENG6943 Arrow Incident
Fixed SAX4707 and SAX4708 so that Saxony joins NGF rather than SGF if AUS loses Seven Weeks War
Fixed command error in 24034 to correct manpowerpool command
Added inventions triggers to inventions 105, 108, 111 and 113 to prevent loss of fort level

Again these fixes are only to known bugs in moddable files, and do not involve any changes to the exe or to any major changes in game design.
These are on my store server. Just click the link below and you should get a dialog window asking if you want to save or open, i'd recommend saving to desktop first and then adding to your game. They are in a ZIP file format to condense download time.

Fixed erroneous culture spelling in Panjab.inc file for GC
Fixes error in colony preferences in RUSLate.AI
Fixed the overpopulation problem in Spain 1861 scenario - deleted duplicate files from 1861.eug
Prussia defeated by Austria and gets "Fall Of Prussia" event 4630, Luxembourg Crisis and Spanish Succession chains are slept
Fixed "flashing" events caused by Luxembourg_Prot.txt events
Fixed errors in England.inc for GC that inhibited research growth.
Adjusted parameters in ENGEarly.ai and ENGmiddle.ai in wake of RP error fix in England.inc file
Fixed "flashing" events caused by no commands for inventions 365-373
Fixed erroneous values in commerce_tech.txt file

CHI12559 now restores tariff_efficiency gap to both Human and AI China upon becoming civilized
Fixed the army_revolt commands in CHI12524, CHI12562, AUS1511, PRU4614, RUS28538 and RUS28539 so that they include where = prov id# clauses, fixing likely CTD problem for Multiplayer games
Fixed USA14182 to deal with the problem of party in power needing to be slept
Meiji Restoration Events NIP12606-12610 no longer fire if Japan is already civilized
Fixed command in DAN6200 to trigger correct event
