Here is the third unofficial hotfix I've developed for the bugged/problematic moddable files that have been found in 1.4.

This hotfix includes :

Clipper Transport Supply Consumption fixed to 8 and organization fixed to 20 (had been switched)

Frigates now cost 0.6 MP/unit

Fixes bug with culture of Portuguese legion in GC Spain.inc

Fixes problem with where = -3 parameter in several events in randomevents.txt and mexico.txt

Fixes national culture mispelling in GC Kashmir.inc file and added tibetan as state culture

Tweaked 7208 and 7209 (Napoleon Assassination Attempt) so that they fire depending on whether Sardinia or Papacy has stronger army

Added War Exhaustion Trigger to ENG6943 Arrow Incident

Fixed SAX4707 and SAX4708 so that Saxony joins NGF rather than SGF if AUS loses Seven Weeks War

Fixed command error in 24034 to correct manpowerpool command

Added inventions triggers to inventions 105, 108, 111 and 113 to prevent loss of fort level

Fixed erroneous culture spelling in Panjab.inc file for GC

Fixes error in colony preferences in RUSLate.AI

Fixed the overpopulation problem in Spain 1861 scenario - deleted duplicate files from 1861.eug

Prussia defeated by Austria and gets "Fall Of Prussia" event 4630, Luxembourg Crisis and Spanish Succession chains are slept

Fixed "flashing" events caused by Luxembourg_Prot.txt events

Fixed errors in England.inc for GC that inhibited research growth.

Adjusted parameters in ENGEarly.ai and ENGmiddle.ai in wake of RP error fix in England.inc file

Fixed "flashing" events caused by no commands for inventions 365-373

Fixed erroneous values in commerce_tech.txt file

Can go over. first hotfix was just one file, and that file is updated in this fix.

Changing the meiji restoration event so that it does'nt fire if civilised is probably a bad idea for several reasons:

1. The constitutional crisis and Perry's mission to Japan events increases militancy. Without the meiji restoration event it will take a whlie to get rid of the militancy.(with perry's mission you have a choice so it is not so bad).

2. The shogunate events which lower prestige. Without the meiji restoration event there is no easy way to regain the lost prestige from these events.

3. The abolishment of the samurai institution event. The meiji restoration event is required for this to trigger.

Well the thinking behind this is that if you take the Dutch letter it becomes vastly easier to civilize before 1870, and if you do choose the Dutch Letter you will lilkely make the kind of changes that will make later history less appropriate.

Without the Dutch Letter it does become more difficult to reach civ status.

I guess what I'll ask is for players of Japan to evaluate this change and if a consensus can form then things can be changed around. Since this is an unofficial hotfix, it will be easier to work further if needed.
